Sniper FPS Limits

Due to some complaints from some folks interested in the event...  And since none of the currently approved snipers are running anywhere near that hot, we've made a change to the Sniper fps limit.

575fps with .25's 100ft engagement distance...  but we're allowing 'pinned' semi-auto snipers...

I'll stress that even at this limit we still don't have any snipers approved who are shooting this hot...

Safety is our number 1 concern, and we feel this limit should be safe with the limited number of snipers in the event.
